(2) Hearing. "[S]ome form of hearing is required before an individual is finally deprived of a property [or liberty] interest." 701 This right is a "basic aspect of the duty of government to follow a fair process of decision making when it acts to deprive a person of his possessions. The purpose of this requirement is not only to ensure abstract fair play to the individual. Its purpose, more particularly, is to protect his use and possession of property from arbitrary encroachment …" 702 Thus, the notice of hearing and the opportunity to be heard "must be granted at a meaningful time and in a meaningful manner." 703

Still other issues await plumbing. The whole area of the rights of committed individuals will likely be explored under a sub stantive and procedural due process analysis. 311 Additionally, federal legislation is becoming extensive, 312 and state legislative and judicial development of law is highly important because the Supreme Court looks to this law as one source of the interests which the due process clause protects. 313
The diffusion starts as soon as the layers are in atomic contact at elevated temperatures.  The contacted surface layer containing the eutectic composites melts, forming a liquid phase alloy, accelerating further mixing processes and diffusion until the saturation composition is reached.  
Finally, both public and private universities are bound by a federal law that guarantees the privacy of student records, including disciplinary records. This law governs whether universities may disclose certain disciplinary convictions to certain parties—the police, for example, or the victim of the misconduct. Though this particular privacy law is not a part of due process, we briefly discuss it because it provides important protections to students accused of misconduct.
